Our all-volunteer team brings together a diverse group of professionals, educators, and advocates who are united by a shared mission: to break the cycle of poverty through opportunity and empowerment. From fundraising and program development to communications and strategic planning, they work tirelessly behind the scenes to ensure our students and communities in Cambodia receive the support they need to thrive.

Judy Wheeler
Co-Founder and Chairman
With over 30 years of extensive experience in executive roles within the retail sector, Judy has been a driving force behind the success of high-end and luxury brand retail stores and multi-store centers. Her expertise encompasses all aspects of retail operations, including leasing, marketing, management, and strategic oversight.
Over the years, Judy actively participation on the boards of various non-profit organizations focused on arts, education, and cultural enrichment. She has lent her skills and experience in pro bono development consulting to groups such as the Manchester Arts Partnership, the Manchester Film Festival, the Southern Vermont Arts Center, the Vermont State Craft Center, and the Frog Hollow Board. Her passion for empowering communities and enhancing educational opportunities aligns perfectly with the mission of The Global Child, making her a valuable asset as a co-founder. Judy’s vision and leadership continue to inspire meaningful change in the lives of those we serve.
Elisabeth Dubois, Ph.D.
Director of Marketing
Being part of TGC from its early days has allowed Elisabeth to witness its evolution into a beacon of hope and opportunity for thousands of children in Cambodia. As she takes on the responsibility of spearheading TGC’s marketing initiatives, Elisabeth is driven by a profound sense of purpose. Every campaign and message carries the weight of their mission: to ensure that every child has access to quality education and the support they need to succeed. She oversees the organization’s social media and web presence and helps plan, fundraise for, and run various initiatives. She actively participates in several other non-profit organizations.
With a B.S. in Digital Forensics, an MBA, and a Ph.D. in Information Science, Elisabeth brings a diverse skill set to her role as a Cyber Risk Specialist for NYMIR and an Adjunct Professor in Cybersecurity at the University at Albany. Her background equips her to navigate the complex landscape of education and technology, ensuring that TGC remains at the forefront of creating transformative opportunities for its students.
Emily Wheeler
Board Advisor
As the owner of E Wheeler & Company LLC, Emily brings over 30 years of experience in corporate and public accounting to the table. After earning her B.S. in Accounting from Russell Sage, she established her own business in 2008, allowing her to balance her professional life with her passion for family and community service. Emily proudly serves as a Board Advisor at The Global Child (TGC), where she provides pro bono consulting to enhance fundraising initiatives and supports several local nonprofits. Her commitment to empowering others through financial expertise and community involvement makes her a vital asset to the organizations she serves.
Courtney Opalka
Board Advisor
As a dedicated advocate for domestic violence agencies since 2007, specializing in Development and Administration, Courtney has a deep understanding of the challenges faced by vulnerable communities. With a strong focus on fundraising, event planning, and communications, she approaches her work through a social justice lens. Courtney holds a B.S. in Psychology from St. Lawrence University. Her passion for creating impactful change drives her efforts to raise awareness and resources, making a significant difference in the lives of those she serves.
